Is the last day to make a Traditional IRA contribution on December 31st?

No. IRC Sec. 219(f)(3) specifically permits IRA owners to make Traditional IRA contributions for any year up until their tax return due date for the year (not including extensions), generally April 15th. If the deadline for filing an individual's federal tax return falls on a Saturday, Sunday or legal holiday, the individual will have until the following business day to make their contribution.
