It depends on the merchant, some merchants will attempt to debit the account again once the transaction has returned. 

It is recommended the member reach out to the merchant to verify whether they will attempt the ACH transaction again or not. 

A merchant can attempt to debit an account up to 3 times per single transaction. After the 3rd attempt, they cannot attempt to debit the account again per ACH rules.
