Managers used to be able to remove dormant or restricted flags within their own login. The system now requires an override by someone with the same privilege. When/why did this change?

This is a security feature to help prevent fraud.  Financial institutions have taken significant losses by staff opening dormant accounts for fraudulent purposes.
